Mystery Cream Pitcher ~ SI? IS?

This dandy little handled cream pitcher has been in my un-ID'd pile for years and now it needs to go make someone else feel guilty and track it down!

Within a wreath, there is SI or IS in brown and green plus a pretty border in green and blue. Bellflowers down the handle. The creamer stands 3 inches tall. No maker's mark either to help with the ID. Perfect in every way.

Please give this one a new home!
